Coumba Kebe challenges Daniel Elliott for state treasurer, stating she intends to advocate for Medicaid and education budgets rather than solely manage investments.

Democrat Coumba Kebe said on Tuesday that she plans to use the Indiana State Treasurer position to push for specific budget priorities in the General Assembly. She is challenging Republican incumbent Daniel Elliott in the November 3 election. Kebe explicitly stated she wants to influence decisions regarding Medicaid waiver waitlists and education funding.
The state treasurer office is primarily responsible for managing billions of dollars in state reserves and investment portfolios. Traditional expectations for the role focus on financial stewardship and managing taxpayer assets. Kebe, however, described her approach as holistic system thinking. She acknowledged on the WIBC radio show that she views the seat as a platform for public advocacy.
Host Tony Katz noted that the treasurer does not dictate where money goes in the state budget. He pointed out the difference between an activist policymaker and a strict financial custodian. Kebe confirmed she intends to leverage the office to shape legislative priorities. She said, That is a yes. That is a can confirm, when asked if she sees the role as a launching pad for advocacy.
Kebe holds a master’s degree in public health and health policy from Indiana University Bloomington. She questioned whether current investment gains are due to sound management or favorable market conditions. She argued that taxpayers are not feeling the dividend from state reserves. For fiscal conservatives, her platform suggests transforming an investment office into an engine for legislative pressure.
Indiana voters will decide between these two visions on election day. The race is one of several on the ballot, though top-of-the-ticket races have drawn more initial attention. The central question for voters is whether they prefer an aggressive policy advocate or a fiduciary focused strictly on numbers. Elliott is currently serving as the state treasurer.
The discussion aired on 93.1 FM WIBC and is available on demand. Katz explored the tension between the statutory duties of the office and Kebe’s social platform. The interview highlighted Kebe’s desire to address issues like Medicaid access. She maintained that her background in public health informs her view of state financial management.
Kebe’s campaign contrasts with the traditional view of the treasurer as a bean counter. She aims to bridge financial management with social policy goals. The outcome of this race will determine who manages the state’s investment portfolio for the next term. Voters in Central Indiana will cast ballots alongside residents in other parts of the state.
