The City and County of Honolulu Department of Design and Construction will commence a major road rehabilitation project on Kapiʻolani Boulevard on November 16, 2026. The contract, valued at $9.9 million, has been awarded to Hiʻilawe Construction, LLC, and the work is projected to continue for approximately 18 months. This development marks the start of a long-term overhaul for the busy coastal corridor.
The scope of the project extends beyond simple surface repairs. Workers will remove and replace the existing asphalt pavement entirely with new material. The project also includes constructing new curbs, gutters, and sidewalks, as well as adjusting manhole covers and utility boxes. Additionally, the crew will install traffic signals, vehicle loop detectors, pavement striping, and signage, and will trim or remove trees and roots where necessary.
Traffic patterns will shift as construction proceeds. Day work is scheduled for Monday through Friday between 8:30 a.m. and 3:30 p.m., excluding holidays. Night work may occur during later phases of the project. Although periodic lane closures are required, Hiʻilawe Construction is obligated to keep at least one lane open in each direction at all times, regardless of the specific work being conducted.
The project site covers the stretch of Kapiʻolani Boulevard from Ward Avenue to Atkinson Drive. Drivers are advised to allow extra travel time and exercise caution while navigating the work zone. The city has designated Special Duty Police Officers and traffic control personnel to manage flow, and motorists should follow all posted signs and instructions.
